Zusammenfassung

Die Verwaltungswissenschaft hält es für unkritisch, dass die Integration von Implementierungsaspekten in einem frühen Stadium des Innovationsprozesses tatsächlich dazu beitragen kann, ganzheitlichere Lösungen zu schaffen (vgl. Torfing in Public Manag. Rev. 21:1–11, 2019 [1]). Diese Ausrichtungen sind zentral für die Literatur über New Public Governance (NPG) im Bereich der Innovation im öffentlichen Sektor. Die Forschung im Bereich eGovernment konzentriert sich hauptsächlich auf den bürgerzentrierten Public-Value-Ansatz. Der Fokus liegt in erster Linie auf den Auswirkungen von eGovernment auf die Bürger, d. h. auf externen Effekten. Die Veröffentlichungen konzentrieren sich jedoch weniger auf die Rolle der Mitarbeiter als Akteure der Transformation und als Schöpfer für Chief Digital Officers (CDOs).
