10. Toward a Model of Transnational Advocacy Networks as Multistakeholder Global Governance: Conclusions and Future Research

Abstract

This chapter closes the book with a discussion of what we have learned about multistakeholder participation in global governance for the information society broadly, and for the Internet in particular. It discusses the critical role of Transnational Advocacy Networks (TANs) as a model for multistakeholder partnerships, and what they mean for power dynamics in conference diplomacy. We argue that the IGF represents a new form of international institution, and is the foundation for an emergent global governance mechanism. The chapter explores the factors that enabled some transnational networks to persist and thrive, while others failed, and sees linkages with epistemic communities and the use of information and communication technologies as critical to network effectiveness. We conclude the chapter by making specific recommendations for civil society and the United Nations to harness the potential of TANs as a model for multistakeholder global governance, especially through the use of what we call “Policy Collaboratories,” and lay out an agenda for future research.
