Abstract

This chapter delves into the critical need for dynamic multi-hazard risk assessment in interconnected infrastructure systems, emphasizing the shift from static to temporal analysis. It introduces the Dynamic Bayesian Network (DBN) approach, which effectively captures the evolving behavior of complex systems and their vulnerabilities. The study focuses on the Hewanorra International Airport (HIA) in Saint Lucia, highlighting the airport's susceptibility to flooding hazards during Tropical Storm Matthew. The research employs the BN-SPM framework for static risk assessment and DBN for dynamic analysis, revealing the interconnected dependencies and resilience of critical infrastructure components. The findings underscore the importance of dynamic risk assessment in understanding the cascading effects of failures and the restoration processes. The chapter concludes by advocating for the adoption of DBN in disaster risk management, offering a sophisticated tool for real-time risk analysis and adaptive mitigation strategies.
