Abstract

This study delves into the dynamics of urban mobility and transport planning in Quebec City, focusing on the potential impact of a proposed third link between Quebec City and Lévis. Using advanced multi-agent simulation models like MATSim and the Eqasim module, the research evaluates various scenarios for the new infrastructure, considering different locations and modes of transport. The analysis highlights the limited overall impact of the third link on car usage, with significant changes in modal choices only observed when the infrastructure is dedicated to public transportation. The study also reveals that the benefits of the new infrastructure are primarily localized to inter-river travelers, accounting for about 11% of total trips. Additionally, the research discusses the cost-benefit ratio of such large-scale infrastructure projects, raising questions about their economic viability. The findings offer valuable insights into the complexities of urban transport planning and the challenges of balancing different modal preferences.
