   Abstract

   The influx of urban migrants has injected vitality and strong power into the rise of Shanghai, and how to manage and serve urban migrants well is a key part of Shanghai’s high-quality development in the new era. This chapter divides the evolution of Shanghai’s urban migrants into three stages: from the opening of the port to the founding of the People’s Republic of China, from the founding of the People’s Republic of China to the reform and opening up, focusing on the analysis and comparison of the development profile and characteristics of Shanghai’s urban migrants in these three stages. As a typical immigrant city, Shanghai has been the main destination for international immigrants in China since the opening of the port. More and more international immigrants will come in as Shanghai opens up to the outside world in a high-quality way. At the same time, this chapter also explores the spatial distribution of Shanghai’s native resident population, foreign resident population, and foreign resident population from a spatial perspective.

8. Chapter 7. The Status and Measurement of Immigrant Integration in Shanghai

   Abstract

   It is an important initiative to make Shanghai a global city by promoting immigrant integration in an orderly manner, actively addressing the challenges of urban management brought about by population migration and its diversity, and boldly promoting “inclusive, coordinated, and pluralistic” means of governance, and striving to solve a series of major economic and social problems brought about by immigrant integration. Based on the review of the concept and research progress of immigrant integration, this chapter takes Shanghai as an empirical case, constructs an urban immigrant integration index system using the data of the 2017 Shanghai Migration Sample Survey, measures the urban integration of immigrants in Shanghai, and analyses the influencing factors and mechanisms affecting the urban immigrant integration in Shanghai.

9. Chapter 8. The Development and Evolution of Shanghai’s Urban Migration Policy

   Abstract

   The structure of urban migrants in Shanghai has been diversified, especially due to the population capacity limitation and the city’s advanced industrial structure; the migrant group has changed from mainly migrant workers to mostly business migrants, advanced skilled migrants, and foreign migrants. This chapter firstly discusses the background, characteristics, and contents of the migrant workers’ policy and the transformation of China’s migration policy from control to service; secondly, it compares the historical evolution of the policy documents of Shanghai’s urban migration and sorts out the development of specific policies on talents, employment, and medical care; finally, based on the management mode of three transformations of Shanghai’s migrant population, it discusses the current characteristics, main contents and transformation ideas of Shanghai’s urban population management.

10. Chapter 9. A Theoretical Review and Rethinking of Urban Migration in the Chinese Context

    Abstract

    As the economic and social development of China’s large cities, such as Shanghai, is changing, many of China’s megacities face urban management challenges due to economic structural transformation and changes in the number and structure of urban migrants. In particular, it is necessary to make timely and dynamic adjustments to migration policies according to the characteristics of Chinese urban migrants and to develop “Chinese contextual” urban governance strategies based on Chinese practice and international experience. This chapter begins with a discussion of the theory and public governance of urban migration. This chapter first reviews and examines theories on population migration, migration policies, and immigrant integration; secondly, it explores the dilemmas of population management in China and ideas for transformation; and finally, it discusses strategies for transforming and responding to new urban governance in China.
