The Urban Drainage and Flood Control District (District) is a regional government agency serving the Denver metropolitan area. It was created by the State of Colorado2 in 1969. The District currently covers an area of 4320 km that includes 39 cities and counties and 2.2 million people. There are 2560 km of rivers, streams and gulches, which are referred to in this paper as major drainageways, serving at least 400 hectares of tributary area.
