Noch bis Anfang des 20. Jahrhunderts waren die meisten Ökonomen der Meinung, die Wirtschaft reguliere sich selbst. Wirtschaftspolitik sei unnötig oder verhindere sogar automatische Anpassungsprozesse innerhalb der Wirtschaft. Die Idee war, dass die Ausgaben der Unternehmen für Löhne und andere Produktionsfaktoren (Vorprodukte, Rohstoffe, Energie, Miete, etc.) zu Einnahmen der Besitzer*innen dieser Faktoren würde.
