Abstract

The article delves into the Hayek-Friedman hypothesis, which posits a relationship between capitalism and political freedom. It distinguishes between Hayek's and Friedman's hypotheses, with Hayek arguing that political freedom cannot persist under state ownership of the means of production. The authors empirically test Hayek's hypothesis using data from the Varieties of Democracy (V-Dem) project, focusing on state ownership of the economy and political civil liberties. They find no continuous strict violations of Hayek's hypothesis, with only temporary violations observed in countries like Belarus and Ukraine during transitions. The study also highlights the importance of private property rights in fostering individual responsibility, tolerance, and sociality, which are crucial for effective democratic participation. The authors conclude that private property is a necessary condition for democracy, supported by a humanomics perspective that explains the relationship between property rights and democratic freedom.
