Abstract

In order to help us understand the current anti-corruption debate in Serbia, a brief overview of the country’s modern history is indispensable. The aim here being to identify the roots of the concept of corruption prior to the Milošević regime, that is, at a time when Serbia was part of the Kingdom of Yugoslavia (1918–1945) and of Socialist Yugoslavia (1945–1992). The focus is on how concepts relevant to understanding corruption—including the state, power, property and interest—were embodied in the institutional framework and discussed in public during these periods. This chapter charts the abrupt changes to the political and economic order Serbia experienced in its modern history and the impact these changes had on how corruption was understood.
