Abstract

Cyber channels are increasingly used for information warfare. In 2014, we carried out the “Socially Engineered Commoners as Cyber Warriors – Estonian Future or Present?” study where we focused on student responses to social manipulation as well as ability to think critically in a cyber-conflict scenario (e.g. poor or missing Internet connectivity, shutdown of business and banking, and scarcity of information allowing easy manipulation). In 2018 we carried out a recurring study based on updated findings and deeper understanding of how different focus groups acquire, analyze and share information, as well as how they think that they will act in a cyber-conflict or other confusing situation. The collected suggestions and results will be used by current digital safety awareness programs, and it will help develop a national strategy (for the Ministries of Defence, Education and Research/Communication and their sub-organizations) and give insights for further EU strategies.
