Sussman’s career path started in Jersey City, New Jersey, where he grew up. He was the youngest of eight children, of immigrant parents from the province of Bukovina, then Romania, now part of southwestern Ukraine. He attended public schools (what the UK calls “state schools”) through high school, and completed a bachelor’s degree in history and government at Fairleigh Dickinson University. As a young adult his most formidable political education came from being part of the opposition to the US invasion of Vietnam and having a growing interest in Southeast Asia. After graduation he joined the US Peace Corps, where he was assigned to a rural part of the northern Philippines, an alternative to military service of which he wanted no part.
