Chapter 1. Introduction to the Public Affairs Triumvirate: A Guiding Principle for Higher Education Strategy in the Community

Abstract
This chapter is an introduction of a newfound higher education leadership strategy within the Public Affairs Triumvirate, the guiding principle of the book. In the earliest stage of a “science to service to philosophy” perspective, the conceptual model, the label, and the author’s motivation to present the Public Affairs Triumvirate leadership approach is presented and Public Affairs is defined to give the reader a clear understanding of this multi-dimensional discipline. The Public Affairs forces or sciences of Community, Organization, and Administration, and a trilogy of components within each science is introduced to establish the premise to enhance community policy connections in order to establish comprehensive and creative solutions for leaders in higher education.

Chapter 2. A Guided Strategy: The Public Affairs Triumvirate Community, Organization, and Administration Sciences

Abstract
This chapter defines the sciences in the Public Affairs Triumvirate and the trilogy of components within each science so the reader is prepared for the application of the strategy highlighted in Chapters 46. Community science includes the trilogy of the ecological, typological, and conflict approaches. Organization science includes the trilogy of rational, natural, and open systems. Administration science includes the trilogy of managerial, political, and legal approaches and the core principles of public administration and governance. The application of the Public Affairs Triumvirate Strategy includes eight steps, all outlined and defined, and a template is inaugurated at the end of the chapter to provide a methodical, yet systematic guide for higher education leaders.

Chapter 3. Confirming the Public Affairs Triumvirate with Science: Evidence-Based Public Affairs

Abstract
This chapter advances the conceptual model and the first stage of the “science to service to philosophy” perspective by presenting the strategy template to chronicle the scientific inquiry and confirmation of the relationships between the Community, Organization, and Administration in a Public Affairs structural equation model. The reader will understand the author’s inductive approach to draw conclusions from particular evidence in the modeling to explain the phenomenon of the fit and relationships between the Community, Organization, and Administration. The assessment and results from science extends the author’s motivation to apply the Public Affairs Triumvirate Strategy to community challenges in Chapters 46, thus building the case to legitimize the philosophy of the newfound leadership approach.

Chapter 4. Public Affairs Triumvirate Strategy: College and Community Collaboration to Create a New Paradigm in Public Safety Education and Training

Abstract
This chapter presents the first example of the Public Affairs Triumvirate strategy application by highlighting innovative activities at Valencia College in Orlando, Florida, to guide the formulation of a new paradigm in public safety education and training. In Valencia College’s region with record tourism, over 75 million visitors each year, and a growing residential population, the Public Affairs Triumvirate strategy led to the successful implementation of the “School” of Public Safety and lead to transformative organizational change at this college. The strategy resulted in an “intentional service integrated” model of public safety education and training at Valencia College that can be adopted by communities and regions across the globe that host a large service population.

Chapter 5. Applying the Public Affairs Triumvirate Internationally: Transformation of Policing in Puerto Rico

Abstract
This chapter presents the status of policing in Puerto Rico after an investigation by the United States Department of Justice, and articulates the seminal work of the Public Affairs Triumvirate strategy by offering a unique college and community policy connection to satisfy specific requirements in the Agreement for Sustainable Reform of the Puerto Rico Police Department between the Attorney General for the United States and the Puerto Rico Police Department. In a collegiate partnership between Valencia College and the Universidad Ana G. Méndez (UAGM) in Puerto Rico, a contemporary criminal justice program has been established to transform policing in Puerto Rico through education and training. Early results indicate the program is leading to a positive change in the culture of policing in Puerto Rico.

Chapter 6. It Takes a Village to Fight Human Trafficking: College and Community Connections

Abstract
This chapter is a culmination of the role of a college in the fight against human trafficking by offering system-wide collaboration to fight this crime, guided by Florida statute, within the Public Affairs Triumvirate leadership strategy. Moved by this humanitarian concern, Valencia College engaged many stakeholders to offer an all-inclusive seminar labelled “tips to trail to recovery” that included investigations at the local, state, and federal level; state and federal prosecution; the judiciary and courts; social services and healthcare; prevention and intervention strategies; non-government organizations and university and college connections. After the seminar, a book was published by the author and regional experts to dissolve boundaries across disciplines and offer an extraordinary perspective to fight human trafficking, and strengthen a community to transform lives.

Chapter 7. Leadership Ethics, Dimensions and Development Within the Public Affairs Triumvirate

Abstract
This chapter presents the latter stage of the “science to service to philosophy” perspective by outlining the ethical philosophy, and theory of leadership and motivation of a combined public and higher education leadership strategy in the Public Affairs Triumvirate. The ethical leadership theories of utilitarianism, consequentialism, and deontology, along with selected leadership dimensions in the public affairs forces of community, organization, and administration, provide a philosophical and ethical composition of leadership in the Public Affairs Triumvirate. This copious composition, along with strategic planning, is a prelude to leadership development and Valencia College’s Public Safety Leadership Development Certification Program which institutes transformative and innovative leadership to strengthen communities.

Chapter 8. Public Affairs Triumvirate in Higher Education: Science to Service to Philosophy

Abstract
This chapter extends the philosophy of the Public Affairs Triumvirate leadership strategy in higher education by providing the application of social theory, a quantum leadership dialogue, and a summary of numerous trilogies in the Public Affairs Triumvirate. Overall, the purpose of the book explains a phenomenon of higher education leadership within public affairs through a conceptual model, theory, scientific confirmation of a framework, and application, and this chapter proposes a larger philosophical vision in higher education leadership. The chapter ends the thesis to introduce a novel, yet eccentric “leading from the future” strategy to the higher education leadership literature that has been pioneered through application to rethink community policy connections and overcome the limits of a one-dimensional leadership approach.
