4. Influencing Multilateral Policy Processes Through Science

Abstract

Das Kapitel befasst sich mit der Rolle der Wissenschaft bei der Gestaltung multilateraler politischer Prozesse, insbesondere innerhalb der Generalversammlung der Vereinten Nationen (UNGA). Um den Einfluss der Wissenschaft auf die Politikentwicklung zu verstehen, werden vier Kriterien eingeführt - Repräsentation, erkenntnistheoretische Organisation der Gemeinschaft, Gestaltung und zeitliche Dynamik. Die empirische Analyse konzentriert sich auf die Verhandlungen über die Entwicklungsagenda für die Zeit nach 2015 und zeigt, dass neue institutionelle Arrangements zwar Räume für wissenschaftlichen Input schufen, die politische Natur der UN-Generalversammlung diese Bemühungen jedoch häufig überschattete. Das Kapitel unterstreicht auch die Bedeutung informeller Verhandlungsräume und der langfristigen Sozialisierung von Ideen bei der Beeinflussung politischer Ergebnisse. Er schließt mit der Betonung der Notwendigkeit eines transparenten Verfahrens zur Authentifizierung wissenschaftlicher Beweise, die in politischen Foren präsentiert werden.
