This book provides a selection of the best papers presented at the 18th Conference of the Portuguese Association for Information Systems (CAPSI), which was held in 2018. The focus of the conference and of these proceedings lies on the interplay between information systems and Industry 4.0. All contributions, which include original research, review papers and case studies, were peer-reviewed in a double blind process.

Data Warehouse for the Monitoring and Analysis of Water Supply and Consumption
Abstract
Water is an essential resource that is increasingly scarce. Existing water supply networks are highly stressed due the increasing water consumption and the high quantity of water losses. In order to reduce water losses and improve water consumption management, EAmb—Esposende Ambiente, E.M. is implementing a data warehouse for storing water supply and consumption data. The available data will be used to monitor and analyze water supply and consumption in Esposende county.

Performance Evaluation in IST Projects: A Case Study
Abstract
In order to be successful in an increasingly competitive business environment, organizations have to manage their human resources effectively and efficiently. To this end, the use of performance assessment approaches, not only at the individual level but also at the team level, is of utmost importance. In the particular case of information systems and technologies (IST) projects, there is not much research focused on the evaluation of human resources performance. Contributing to fill this gap, this article presents a case study, which took place in an academic setting, more specifically in the context of a postgraduate curricular unit, with the purpose of evaluating the feasibility of using various methods and techniques for performance assessment in the specific case of IST projects. Relevant results have emerged from this case study. For instance, this study allowed to conclude that a systematic multi-source performance evaluation, including continuous constructive feedback to project team members, results in improved attitudes and behaviours towards work, as well as enhanced trust in the assessment results. Additionally, there is strong evidence that the evaluation practices had a substantial impact on the success level of the IST projects under study.

Learning Scorecard Gamification: Application of the MDA Framework
Abstract
The application of gamification techniques in higher education can be challenging. At times it is easy to lose focus and we can no longer explain the connections between players’ motivation and the several elements of the game. This study focused on the application of the MDA framework (Mechanics, Dynamics and Aesthetics) to the platform Learning Scorecard (LS), currently used by several students at ISCTE—Instituto Universitário de Lisboa. The LS is a platform for Learning Analytics that has been used since 2016, on courses of Data Warehouse and Business Intelligence. LS has two views: the student and teacher views. In this work we will report on the application of the MDA framework to the student view of LS. This view aims to improve the learning experience of students increasing their engagement and motivation through the use of gamification.

A Dashboard for Security Forces Data Visualization and Storytelling
Abstract
Being security assumed as a basic right of citizens in the current model of democratic rule of law, optimal resources allocation altogether with budgetary constraints are a key component. In fact optimal resources allocation and budgetary constraints oblige an increasingly careful strategic management, adapted to demographic reality. The SIM4SECURITY project aims to build a technological solution to support decision making regarding security, based on the development of a GIS model and in the implementation of demographic scenarios. This model will allow policy makers, leaders and forces of command units and services in the planning and rational affectation of resources adjusted to local dynamics in crime prevention and crime fighting. To communicate the SIM4SECURITY results and support decision making, a data visualization and storytelling approach was adopted by creating dashboards containing the various dimensions and perspectives of the information were elaborated and are presented. The obtained outcomes show that dashboards are an important visual tool in the decision-making process by providing meaningful insights regarding security and in the location-allocation of security forces.

Shedding Light on Shadow IT: Definition, Related Concepts, and Consequences
Abstract
The use of Information Technology (IT) without formal approval and support of the IT department, called shadow IT, has challenged organizations to rethink ways of managing IT resources in order to cope with the use of unauthorized technologies in the workplace. We review the literature on shadow IT to shed light on this phenomenon, discussing the conceptual definition and types, the related concepts, and its consequences. This study, then, is an effort to better understand the phenomenon based on the existing literature. We provide contributions by enhancing the emerging body of knowledge on shadow IT, as well as by suggesting research gaps to be addressed in future research in order to advance on the topic.

Public Procurement Electronic Platforms Assessment: Legal Requirements
Abstract
Electronic public procurement (EPP) has been considered an important tool for promoting competition, simplifying procedures, and ensuring transparency in decision-making processes. In Portugal, EPP replaced paper-based pre-contractual procedures for communication and processing. Addressing this general issue, the authors designed and proposed TrivPlat, a free access tool for monitoring, managing, and evaluating electronic platforms of public procurement. This paper presents the TrivPlat project, reporting its development so far: the identification and characterization of legal requirements that electronic platforms for public procurement are required to follow in Portugal. Legal requirements may be grouped into four types: general operating rules, functional requirements, technical requirements, and safety requirements. The first phase of the TrivPlat project diagnosis is expected to result in the development of an aggregate evaluation framework for public procurement platforms in order to reach the fundamental principles: equality of treatment, confidentiality, traceability, effectiveness, compatibility, interoperability, security and general availability.

System Theoretic Process Analysis: A Literature Survey on the Approaches Used for Improving the Safety in Complex Systems
Abstract
Computer systems are becoming increasingly complex, especially interactive software systems, namely software user interfaces. The scientific community relies on different methods to assess their safety. This article provides an updated literature survey on hazard analysis approaches used to improve the safety of complex systems. To support the survey, we conceptualise complex systems, highlighting the challenge in terms of assessing their safety. We provide a brief overview on the approaches historically available to tackle issues in those systems, along with their most common methods. Finally, the article focuses in one method of a non-traditional approach, which is described in more details, along with some of its extensions, which seeks to improve the hazard analysis in complex systems.

A Demonstration of an Application of the Bertrand Network: Guessing the Distribution of Buyers Within the Market
Abstract
Bertrand and the Cournot model are one of the most used model for modeling competition between companies. This paper presents a work-in-progress that studies the application of the recently developed Bertrand Network model by using it in a reverse manner: first it is considered that firms are competing in equilibrium, then, after analyzing how companies are choosing prices, it is calculated which distribution of buyers would lead to that equilibrium. An unreal example is presented to help to understand the model. Furthermore, a formula is suggested to expand the networked model to allow a mix of duopolies and oligopolies.

The Potential of Tag-Based Contextualization Mechanisms to Leverage the Sale of Regional Products and Promote the Regions Through Products
Abstract
In small and rural regions, where we can many times find top quality products, there is, many times, a greater difficulty in promoting their products. This difficulty begins in the nature of the companies that manufacture these products. These companies are typically family-owned or small-sized, not having large capacity to carry out very elaborate marketing strategies. They often depend of the tourist attractiveness of the regions themselves to leverage their sales. This paper discuss the challenges for the promotion of regional products and rural regions, review the role of smartphones and the main tag-based contextualization mechanisms and their potential for leverage the sale of rural regional products and, finally, presents a cooperation-based conceptual model, where are combined contextualization-tags and mobile devices to promote regional products, leverage sales and promote rural regions by attracting new visitants, making regional products a window-mechanism to the promotion of rural regions heritage and tourism-related services.

Urban Intelligence for Sustainability
Abstract
A smart city can be seen as an urban space that takes advantage of information and communication technologies and data science to answer todays challenges, namely to become more efficient in services and infrastructures management and to deliver increased quality of life to the people who lives, works or visits the city, not forgetting the support to fight climate change. In this framework cities governments are nowadays under pressure and going through a digital transformation process that is translated in the proliferation of “Smart Cities” initiatives around the world as part of the strategic response to the challenges and opportunities of growing urbanization and climate change altogether with the emergence of cities as a space for social and economic development framed by an urgent need for global sustainability. In this work we will propose a concept of urban intelligence and its building blocks that result from the city digital transformation process which will lead to a paradigm shift leading to the city as a platform where urban planning and management for sustainability is supported by urban analytics and real time data.

Using Kahoot as a Learning Tool
Abstract
The present work aims to investigate the use of kahoot as an educational resource in the teaching-learning process for high school students in the area of computer science. For this, an exploratory, descriptive and bibliographic approach was used. The research was carried out with 34 students of the technical course in computer science for internet of the Federal Institute of Goiás (FIG). The students performed the proposed activities and then answered a questionnaire using a GoogleDocs form. According to the results of the use of the platform, there was an improvement in students’ learning by reviewing and reinforcing the concepts learned in a fun, engaging, motivating and interesting way.
