Abstract

In many ways the nineteenth century was the most interesting period in Australia’s economic development; it was after all at this time that so much of what today is regarded as typical of the Australian economy and society was established. Understanding what occurred during this period is therefore important to appreciating what subsequently took place, and so a description of this development is provided in this chapter.

It should be noted in the context of land title that the adoption of the concept of terra nullius at the time of British settlement meant that no recognition was given to land ownership in Australia by First Nations peoples; an issue that only began to be addressed (and even then only to a limited extent) in the latter part of the twentieth-century.

Pure public goods as a type of market failure was recognized by Paul Samuelson (1954). Prior to this, however, several writers commented on the fact that often there is a justification for government to provide goods that individuals would not wish to contribute to. These writers include David Hume (1739), Adam Smith (1776) and John Stuart Mill (1848).
