Abstract

This chapter explores the trade policies of the new Liberal government under Justin Trudeau during its first 18 months in office. It traces the government’s efforts to shift away from merely implementing the previous Conservative government’s policies and toward its own “progressive” trade agenda. Focusing on the Trans-Pacific Partnership (TPP), the Canada-European Union Trade Agreement (CETA), and trade relations with the United States and China, the chapter evaluates whether the Trudeau government’s progressive trade rhetoric reflects a genuinely new direction for trade policy in Canada. Particular attention is paid to the disruptive effect of Donald Trump’s election on the Trudeau government’s trade goals.
