Abstract

This chapter serves as the framework for analysing the European Neighbourhood Policy (ENP) as a regional security policy of the European Union (EU) and its profound impacts in regional ordering. The introduction presents the research puzzle underpinning the book and the articulation between the Security Community conceptual framework, the ENP and the South Caucasus. It also presents an outline of the book.

Georgia was a member of the CIS from 1994 to 2008, and a member of the CSTO from 1994 to 1999. Azerbaijan joined the CIS in 1993 and the CSTO in 1994, having left the latter organisation in 1999.

Among the elements of instability we include the colour revolutions in Georgia and Ukraine (2003 and 2004) as well as other popular contestation movements visible in Armenia and Azerbaijan. We include the trade and gas wars between Russia and the South Caucasus countries and Ukraine applied during the second half of the 2000s. And we include the unfreezing of the protracted conflicts in Georgia, in 2008, the conflict in Crimea and Eastern Ukraine since 2014, as well as the unstable and perilous hyper-militarised situation on the Nagorno-Karabakh region.
