Die liberalen internationalen Institutionen, die eigentlich Krisen lösen sollen, geraten derzeit häufiger selbst in die Krise. Sowohl Teile ihrer Mitgliedschaft als auch Teile der Bevölkerung stellen sie grundsätzlich infrage. Dieser Beitrag entwickelt die These, dass die Krise der Institutionen auf ihren Erfolg zurückzuführen ist, das heißt auf die Stärkung ihrer Kompetenzen und die Erweiterung ihrer Mitgliedschaft in den letzten Jahrzehnten. Er gibt einen Überblick über bisher in der Forschung erörterte Erklärungen der Krise und zeigt, dass die dort diskutierten Krisenursachen eng mit der Stärkung und Ausweitung internationaler Institutionen zusammenhängen.

Krisen der Integration waren schon Ende der 60er Jahre zum Gegenstand der Forschung geworden. Vertreter der neofunktionalistischen Integrationstheorie reagierten auf die damalige Stagnation der europäischen Integration, indem sie die Möglichkeit von Seitwärtsbewegungen des Integrationsprozesses oder gar der Rücknahme von Integrationsfortschritten ins Auge fassten (Haas 1968, S. xii ff.; Schmitter 1970). Allerdings blieben die Ursachen der Krise untertheoretisiert und trat die Krisendiagnostik mit dem nächsten Integrationsschub der EU wieder in den Hintergrund. Dennoch wies bereits der Neo-Funktionalismus auf die Differenz zwischen Eliten und Mehrheitsbevölkerungen und auf die Persistenz nationaler Orientierungen als Quellen für mögliche Integrationskrisen hin.
