Zusammenfassung

Der Beitrag stellt zwei theoretische Ansätze vor, die verständlich machen können, weshalb aufsteigende Mächte gegen eine etablierte Ordnung vorgehen könnten, von der sie lange besonders profitiert haben. Während die Theorie des lateralen Drucks postuliert, dass wachsende materielle Bedürfnisse des Aufsteigers möglicherweise Konflikte verursachen, richten Statusansätze ihr Augenmerk darauf, dass wirtschaftlicher Erfolg beim Aufsteiger unerfüllte Anerkennungserwartungen wecken kann. Aus beiden Theorien werden testbare Forschungshypothesen abgeleitet.

Unter Expansion wird dabei nicht zwangsläufig eine territoriale Expansion verstanden. Choucri und North (1972, S. 90) definieren „lateral pressure“ als „a tendency to undertake activities further and farther from the original boundaries of the society, to acquire some degree of influence or control over a wider extent of space or among a larger number of people“.

Auf Grund zahlreicher theoretischer Modifikationen und kontexspezifischen Anpassungen ist die Theorie nicht immer eindeutig. Lediglich die postulierten Kernmechanismen sind (fast) immer identisch.

Hier werden die „rational choice“ Annahmen des Ansatzes deutlich. Gängigerweise verwenden rationalistische Modelle, die Annahme, dass eine Handlung ein Verlangen und Überzeugen darüber voraussetzt, wie dieses Verlangen zu stillen ist. Letzteres schließt also Möglichkeiten, in Choucris und Norths Terminologie „Fähigkeiten“, ein mit denen das Verlangen befriedigt werden kann.

Was genau das Interesse eines Staates bzw. der Gesellschaft ist, wird nicht genau dargestellt. Allerdings lässt die Betonung der Mastervariablen darauf schließen, dass es sich um überwiegend ökonomische Interessen handelt. Konkrete Motive spielen in der Theorie grundsätzlich eine untergeordnete Rolle.

Die Rolle und Wichtigkeit von Perzeptionen variiert. Während erste Formulierungen die Rolle von Perzeptionen gering halten, spielen diese in den neueren Formulierungen eine größere Rolle.

Letztlich gilt dies auch für Doran. Dieser weist zwar ausdrücklich darauf hin, dass seine Zyklentheorie den „cycle of power and role“ (Doran 1991, xiii) erfasse, wobei sein Verständnis von internationaler Rolle u. a. auch Statusaspekte integriert. Eine präzise Unterscheidung zwischen Macht, Rolle, Interessen und Status fehlt jedoch genauso wie eine empirische Erhebung von Statusambitionen (Doran 1991, S. 20–22, 30–31). Letztlich geht Doran einfach davon aus, dass die Entwicklung der relativen (Ressourcen-)Macht eines Staates automatisch seine Rollenansprüche bestimmt. Somit ist der Zyklus der Macht im Grunde doch Dorans einzige unabhängige Variable. Andernfalls könnte er auch kaum den Anspruch erheben allein auf der Grundlage von Machtverschiebungen kritische Zeitpunkte vorhersagen zu können, an denen das internationale System besonders anfällig für Krisen sein soll.

Eine gelegentliche Ausnahme, die im internationalen Feld besonders selten ist, sind natürlich Auseinandersetzungen um angebliche Rufschädigungen.
