Wachstumsfolgen von Einkommensungleichheit – Theorie, empirische Evidenz und Politikempfehlungen

Zusammenfassung

Einkommensungleichhheit sei „the defining challlenge of our time“ sagte der damalige US-Präsident Barack Obama in einer Rede im Dezember 2013. Zweifellos hat die Finanzkrise und die schleppende Konjunkturentwicklung in ihrem Gefolge die steigende Ungleichheit stärker in den Fokus gerückt. Dieser Überblicksartikel befasst sich mit den Wachstumsfolgen von Einkomensungleichheit sowohl aus theoretischer als auch aus empirischer Sicht. Beide Perspektiven liefern uneindeutige Ergebnisse dazu, ob Ungleichheit „gut“ oder „schlecht“ für das Wirtschaftswachstum ist. Dies stellt ein Problem für die Wirtschaftspolitik dar, wenn über steuerpolitsche Maßnahmen entschieden werden muss, welche die Ungleicheit tangieren. Andererseits kann man vertreten, dass Maßnahmen, die die soziale Gerechtigkeit erhöhen, sich nicht unbedingt einem Test unterziehen müssen, ob sie das Wirtschaftswachstum erhöhen oder nicht. Einige Politikempfehlungen zur Verringerung der Ungleicheit werden im vorliegenden Beitrag ebenfalls diskutiert.
