The promotion of South-South trade is generally based on the underlying assumption that there is untapped potential in trade between developing countries (DCs), as the former Director-General of the World Trade Organization (WTO) Pascal Lamy (2006) has stated. Besides entering into negotiations on market access and preferential treatment in trade with developed countries or economic groupings, developing countries — particularly African countries — should promote regional trade.
