In flat low-lying areas, drainage is often applied in combination with flood protection. These protected areas are called polders. A polder is a level area that is separated from the surrounding hydrological regime so that its water level can be controlled independently (ILRI, 1983). In such areas a drainage system may comprise a field drainage system, a main drainage system and one or more outlet structures (Schultz, 1992). The development of drainage is strongly influenced by the need for land and water development. Such projects have generally been purely matters of agricultural development. Recently also other land uses, such as recreation and nature conservation, have been included in the plans.
