Abstract

This chapter contains a report on a discourse analysis of the statements made by official actors relating the FDI screening policy to economic concerns, supplemented by statements by non-official actors as required. There is a close reading of eight speeches followed by an analysis of the speeches considered as a set. It is shown that the policy positioned the Government as above sectional interests and public opinion and differentiated the Australian state from the Chinese one on the basis of the mode of intervention on the economy. It is argued that the defence of the integrity of Australian markets was a key aim of the policy, and that the Australian Government understood its right to protect these markets’ integrity as a matter of “economic sovereignty.”
