Abstract

The actor-process analysis of this chapter focuses on the debate over the 2012 labour market reform in order to reconstruct and analyse its peculiar constellation of conflicting or reciprocally reinforcing political projects of reform. To this end, it proceeds in three steps. First, the government’s political project of reform is reconstructed by means of a critical discourse analysis (CDA) of practical argumentation focused on the position of Minister Fornero. Second, Fornero’s reform strategy is evaluated by means of a CDA critical questioning in which the Minister’s position is assessed by reference to the arguments advanced by all other observed actors. Third, the variety of positions emerged in Fornero’s argument evaluation is disentangled by systematically reconstructing and analysing the resulting constellation of political projects of reform.

The problem concerning the so-called esodati arises out of the mix of two main interventions: first, the increase in retirement age introduced with the pension reform of December 2011; second, the abolition of the mobility allowance foreseen by the labour market reform. As a consequence of these changes, a problem of income maintenance has emerged concerning citizens who cannot retire according to the new age limits but also have very little chances to find a new occupation. The ensuing dispute between Minister Fornero and the National Social Security Institute about the number of citizens concretely affected by this problem escalates in June 2012, when the circulation of a confidential report requested by Fornero to INPS makes clear that the government had been fully informed of the estimate of the problem (about 390,000 potentially affected workers against the 65,000 theoretically covered by the government’s financial coverage) (see Sacchi 2013a, pp. 23–24).
