Zusammenfassung

In der Transitionsforschung steht zwar der Übergang von einem autoritären Regime zu einem demokratischen Regime im Zentrum des Interesses. Präzise Indikatoren zur genauen Bestimmung des Übergangs und zur empirischen Identifizierung der Regimetypen wurden aber bislang kaum vorgeschlagen. In der Regel genügt der Hinweis auf die ersten freien Wahlen (founding elections) oder auf den Abschluss der demokratischen Institutionalisierung, die mit der Verabschiedung einer neuen demokratischen Verfassung zum Ausdruck kommt (vgl. O’Donnell/Schmitter 1986: 57; Merkel 1999: 143).1 Allein der Sachverhalt, daß beide Kriterien nicht notwendigerweise zeitlich zusammenfallen müssen, führt erneut zu der Frage, inwieweit eine präzisere Bestimmung der Regimeklassifikation möglich ist.
