One way of characterizing the technological changes of the past 30 years is as a transition from low-hazard, high-risk systems to high-hazard, low-risk systems. While technological systems have become bigger, more complex, involving highly dangerous substances and threatening larger numbers of potential victims, the risk that they will suffer catastrophic accidents has markedly declined due to a combination of enhanced safety practices and to improved defenses.
