This paper and the following one were prepared for and read at a conference on Federalism held at the University of Indiana June 1 through June 7, 1967. The seminar was sponsored by the American-Yugoslav Exchange Program of the Indiana University and supported by the Ford Foundation, and the United States Department of State. All papers read at this meeting are to be published in a book of proceedings, but it was thought that these two would be of special interest to the readers of PUBLIC CHOICE.
