Sometime in mid-1959, Gordon Tullock and I decided to write the book that became The Calculus of Consent: Logical Foundations of Constitutional Democracy. We had each written relevant precursory papers. Gordon had written his seminal paper on majority voting (Tullock 1959), and I had criticized fellow economists for their failure to model political decision-making when compared with the working of markets (Buchanan 1949, 1954a, 1954b). And, importantly, each of us had completed draft papers extending analysis to the constitutional level, more generally to rules, both of us having been influenced, as we acknowledged, by our colleague, Rutledge Vining. …
