Abstract

We introduce the general definitions of the notions of ordering of criteria by importance. According to these definitions every judgement about criteria importance induces an indifference or preference relation in criteria space. The non-strict preference relation is generated by criteria importance information using the closure (in the chosen class of binary relations) of the union of all these indifference and preference relations and the Pareto relation. We introduce the notions of consistency of such information and importance coefficients.

All known correctly introduced notions of criteria importance, including lexicographic, symmetrical (homogeneous), and proportional ones, are the special cases of the general notions.

We give some main results of the theory of symmetrical importance which is one of the most developed sections of the general theory.

In this way, the composite indicator shows the net result which is obtained when bearing in mind the compensations that are produced between the indicators present in the system. In this context, a search for new procedures to obtain synthetic indicators which do not have a compensatory character has been proposed (Podinovskii, 1994). Note that this discussion about compensation only refers to the procedure based on linear aggregation.

Therefore, we adjudged the ratings based on the arbitrary weight restrictions principle as unacceptable. Moreover, as Podinovski [104] also pointed out, the BOD model imposes the compensatory preference relation among individual indicators without actually verifying whether this relation actually exists in the data. Given the objectivity in the directional-BOD model (8), we saw three more merits in our analyses.
