Delhi: Two decades of plan implementation

Abstract

After a fairly long span of spontaneous haphazard growth, Delhi became the first Indian city to have a plan for directing its growth. The blueprint for its planned growth is going to live its life fully by the end of this year (1981). Scanning planned development of Delhi under the Master Plan, the paper reviews the growth of Delhi as a means of comprehending the achievements as well as the failures of plan implementation and the problems encountered in administration of the plan. Subsequently, it suggests proposals for the immediate future in terms of planning system and resource mobilisation. However, these are preceded by a presentation of Delhi's setting.
