A California restructuring settlement: Will all the parties agree?

Abstract

Formerly warring parties have reached important accommodations that may well shape the nest steps for restructuring in California. The parties' efforts have resulted in understanding on a voluntary Power Exchange, simultaneous initiation of direct access and a non-bypassable competitive transition charge, stranded assets and important environmental and social policies.

Eric Woychik is president of Strategy Integration, an Oakland-based consulting firm he founded three years ago, where he focuses on regulatory, restructuring and strategic issues. Mr. Woychik, who was formerly a commissioner advisor at the California Public Utilities Commission, was also a principal with Synergic Resources Corp.
