With the development of the Internet, it has become essential to operate an effective queue management mechanism that improves Quality of Service (QoS), such as throughput, end-to-end delay, and loss on the Internet. The performance of TCP applications relies on the selection of a queue management mechanism in the network. The current, mechanisms used in the Internet have slow response to congestion, which in turn results in large queue size variation and have untimely congestion detection and notification. These consequences degrade the performance significantly because of the high queuing delays and packet, loss. This paper presents a proactive queuing management mechanism that would efficiently address the congestion state upon every incoming packet, arrival, by deciding the probability with which the packet, should dropped or marked. It is designed based on Packet. Interarrival Rate and Actual Queue Size parameters. The performance evaluation showed that the proposed mechanism can be adjusted to efficiently control the queue size to some desirable value, which can decrease the queuing delay while maintaining high link utilization and low packet, drops.
