The debate on economic ‘paradigms’ addressed here concerns industrial policy: the role of governments in promoting industrial development beyond what would be possible without intervention. The countries that this debate concerns in East Asia are the four NIEs — Korea, Taiwan, Singapore and Hong Kong. These countries are among the most successful industrialisers in the developing world. Much of the debate on industrial policy has revolved around their experience.
