Philanthropy has long had an ambivalent relationship to the world of politics, government, and large-scale social change. One old-fashioned view of philanthropy holds that it should simply alleviate individual suffering and do nothing more. A more familiar 20th Century approach, best articulated by the Ford Foundation, treats foundations as a kind of research and development arm of government, funding pilot programs in communities (such as Ford’s “Gray Areas” urban renewal program in the 1960s), and financing formal evaluations, in the expectation that governments, in their own technocratic wisdom would pick up and expand programs that show results.
