This book investigates policies for the promotion of housing affordability in the rental sector of attractive cities in Europe. Affordability links the housing situation to the economic situation of households, referring to conditions of access to housing and to the role of housing in determining poverty or wealth. The book examines the current affordability crisis and frames it in the ongoing process of urban restructuring and devolution of welfare. From the perspective of the Foundational Economy, the book calls for a proactive and effective role of public administrations in making the rental sector an affordable and stable alternative to housing financialization and commodification. By intertwining theory construction and real-world data collected through case studies in Milan and Vienna, the book provides an original framework for the analysis of public policies that promote rental affordability in a multi-level setting. Through the analysis, it highlights critical nodes of the different (housing, urban, and social) policy domains at stake in the promotion of rental affordability in attractive cities. The book proposes a shift from the currently dominant supply-side argument to an integrated, intersectoral and multi-scalar policy system for making cities more affordable.

Chapter 2. A New Theoretical Ground for Housing Affordability
Abstract
 This chapter focuses on theory building. Engaging in a constructive dialogue between literature review and case study, it aims at the creation of an updated theoretical ground for housing affordability. The first section provides an overview of the literature on housing affordability that argues for the importance of its conceptualization. The second section is a critical review of the conceptualization of housing affordability that can be found in research, policy, and practice. The third section discusses the reviewed conceptualizations and attempts to synthesize them in an original interpretation of housing affordability, which is adopted in the remainder of this book for reflecting on affordability problems and policies and for developing the case studies.

Chapter 3. Making Housing Affordable: A Foundational Framework for Policy Analysis
Abstract
Firstly, this chapter investigates the determinants of the housing affordability issue within the perspective of contemporary housing and urban questions. The focus on the urban dimension unveils the importance of the relation between urban land rent and housing (un)affordability: this rather under-explored relation proves crucial in determining housing affordability problems, giving shape to the contemporary housing affordability issue in attractive cities. Secondly, this chapter frames public action in the domain of housing affordability within local housing systems, by introducing the theoretical (and practical) sphere of the “foundational economy”, and the related concept of the “grounded city”. The final section brings public policies into the picture and develops a conceptual framework for policy analysis, offering new avenues for understanding how grounded on housing affordability local housing systems are.

 This chapter illustrates the empirical material collected and elaborated in the case study of Vienna. The chapter is organized as follows: the first section “situates” Vienna city on major national and international trends, stressing the evolution of the demographic, socio-economic and political structure of the city and the main streams of housing policies adopted over time; the second section analyzes the local governance system within the multilevel arrangement, according to the analytical model exposed in this chapter and divided in housing policies, social policies and spatial planning; the third section deepens how housing affordability is treated in Vienna, specifying its role within the current policy framework and the effects on affordability outcomes.

 This chapter discusses the case studies of Vienna and Milan, reported respectively in the previous Chaps. 4 and 5. This chapter specifies the answer to the research questions by adopting a comparative approach, in which similarities and differences help better understand the role of housing affordability in the policy structure and governance system, and in determining housing outcomes.

Chapter 7. Addressing the Housing Affordability Crisis: Critical Nodes for Urban Policies and Research
Abstract
 This chapter, starting from the outcomes of the case studies, reflects on critical nodes that arise in addressing the housing affordability crisis and elaborate possible responses to the research question. The first section summarizes the findings of the review and the case studies and reflects on the contributions regarding policies and conditions for more affordable cities. The second section reflects on concrete action lines proposed to make cities more affordable, discussing opportunities and limits of different approaches that range from housing supply to the land question, and discusses challenges for urban policies and planning, highlighting that to address affordability issues a mix of integrated policies is needed. Then, the final section discusses perspectives for future research pathways on the topic of housing affordability.
