Zusammenfassung

Wir befinden uns in einem Zeitalter der Regionalisierung der internationalen Beziehungen, wie aber werden Regionalismus und Regionalisierung in vergleichender Perspektive untersucht? In Anbetracht der Vielfalt an Konzepten und Zugängen zu diesem wiederbelebten Forschungsfeld definiert dieser Beitrag zunächst zentrale Konzepte (Regionalisierung, Regionalismus und regionale Integration) und grenzt sie voneinander ab. Er stellt dann zwei unterschiedliche Zugänge zu komparativem Regionalismus dar. Der stärker disziplinär politikwissenschaftliche Zugang ist durch die Internationalen Beziehungen geprägt und untersucht das Phänomen Regionalismus als den eines Aufbaus unabhängiger Entscheidungsstrukturen auf regionaler Ebene. Ihm wird ein stärker an den Area Studies ausgerichteter, qualitativer Zugang gegenüber gestellt und dessen Vergleichsmethodik erläutert.

„Reale“ Regionalisierung ist dabei inzwischen Gegenstand einer umfassenden Literatur zur vergleichenden Messung und bedient sich ganz unterschiedlicher Methoden. Um analytisch sinnvoll zu sein, muss diese Verdichtung von Interaktionszusammenhängen – und darauf weist Lelio Iapadre (2006) hin – sowohl im Vergleich zu einem früheren Zeitpunkt messbar sein, als auch in Relation zu Integration auf einer internationalen Ebene. Ein angemessener Index muss zudem die Größe der Region gewichten und dieselbe Bereichsvariabilität aufweisen, um für den regionalen Vergleich brauchbar zu sein. Aus diesem Grund schlägt Iapadre vor, statt des gebräuchlichen intraregionalen Handelsindex den symmetrischen Handelsintroversionsindex als Indikator für die vergleichende Regionalismusforschung zu verwenden (Iapadre 2006, S. 71).

Regionale Kooperation sei die „joint exercise of state-based political authority in intergovernmental institutions“, regionale Integration das „setting up of supranational institutions to which authority is delegated to make collectively binding decisions“ (Börzel 2012, S. 508).

Die Eingriffsbreite bezeichnet die Zahl der Politikfelder, die unter die Autorität kollektiver Entscheidungsprozesse fallen. Die Reichweite erfasst die Art der Partizipation am kollektiven Entscheidungsprozess. Diese wird in drei Kategorien erfasst: Partizipation lediglich in der Vorstufe der Entscheidung durch Identifikation eines Problems und das Sammeln von Informationen, während der Entscheidung durch die Formulierung von Entscheidungsentwürfen oder nach der Entscheidung durch die Teilnahme an der Durchsetzung. „Gewicht der Entscheidung“ bezeichnet, inwiefern die Entscheidung Auswirkungen auf die nationale Allokation öffentlicher Güter hat (Marks et al. 2014, S. 9).
