Abstract

This chapter discusses the Sámi people’s position at different levels of decision-making processes, from national to international levels. The Sámi are represented politically in Norway, Sweden, and Finland through three Sámi parliaments, one in each country.

Vorheriges Kapitel Subnational Tier of Arctic Governance

Teno is a river in Sápmi with great cultural and traditional livelihood value for the Sámi. It also marks a border between Finland and Norway.

At the international level, the famous report of the UN Special Raportteur José Martinez Cobo Study of the Problem of Discrimination against Indigenous Peoples: Final Report has influenced development of issues concerning indigenous people. The report also emphasizes the importance of indigenous peoples self-governance (Cobo 1981–1983; Heinämäki and Kirchner 2017, 226; Åhren 2016, 85–86).

In addition, the Saami Council is also represented in the Lásságámmi Foundation and the Saami Parliamentary Council (Representation n.d.).
