Abstract

This chapter briefly presents OECD’s recent study which has assessed disaster risk management policies to enhance urban resilience in Southeast Asian cities. Between 2014 and 2016, the OECD analyzed disaster risk management policies of five Southeast Asian cities: Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam), and Iskandar (Malaysia). All the five cities face significant natural disasters risks as other Southeast Asian cities, but with substantial difference in the urban policy contexts. Based on the analysis, the study provides overall assessment and recommendations of disaster risk management policies for Southeast Asian cities, as well as individual assessment and recommendations for each case city. Among the OECD findings, this chapter highlights the need for integrating disaster risk management into urban green growth policy frameworks, as well as the need for metropolitan coordination. For example, the case of Bangkok clearly demonstrates the need for aligning “hard” investments in flood-resilient urban infrastructure with land use planning, zoning policies as well as with “soft” (i.e., nonstructural) instruments at the metropolitan scale. The chapter also underlines that successful disaster risk management outcomes will require locally tailored policies, taking different urban policy contexts into account.

The Urban Green Growth in Dynamic Asia project is a research project conducted by the OECD in 2013–2018. It explored how to promote green growth in cities in Asia, examining policies and governance practices that encourage environmental sustainability and competitiveness in a rapidly expanding economy. The main aim was to assist Southeast Asian cities in decoupling economic growth from environmental stress, and to promote a long-term trajectory of sustained growth.

GIDRM is a project commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) to the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aiming to strengthen German’s contribution to improved disaster risk management worldwide. The initiative has three priority areas: (1) strengthening disaster response preparedness and civil protection; (2) resilient critical infrastructure and economic cycles; and (3) effective early warning systems.

KSA was created in January 2013, in partnership with BMZ and Korean Ministry for Strategy and Finance. It aims to leverage the OECD’s multidisciplinary expertise, engage in conversations and mutual learning processes with emerging and developing economies, and increase impact by working closely with multi- and bilateral organizations having field presence and implementation capacities and/or networks. The Urban Green Growth in Dynamic Asia project was one of the pilot projects of KSA.

The BMR consists of the city of Bangkok and five adjacent provinces (Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, and Samut Sakhon), encompassing 7761.50 km2.
