Public management change processes appear to be an exercise in implementing private sector management systems, structures and processes in order to enhance effectiveness of public services. This process sometimes results in a new managerialism (Kouzmin/ Dixon 2003; Jann 2005). However, implementing public sector change often appears to be less effective than expected. Among other reasons, scepticism, resistance, politics and lack of cooperation among actors are seen as causes of implementation failures (e.g. Bogumil/ Kißler 1998; GÖbel 1999; Thomas/ Davies 2006).
