Floods, especially those occurring on large rivers, occur over areas which are greater than those controlled by a single administrative territorial unit. The flood hydraulic regime is influenced by the extent and quality of flood defence structures. All the adopted measures influence the forming and evolution of the flood wave during the flood situation. This requires that the flood protection structural measures, adopted at the basin level, have to be integrated and correlated with all the measures adopted by the local authorities through the flood defence plans. These plans better reflect the level of risk exposure and the real possibilities of the communities to deal with flood situations. Such requirements become even more obvious in border regions, where, without an efficient and fast exchange of information, one of the parties can be badly affected by the floods occurring on the other party’s territory.
