Abstract

Every 10 years, the U.S. Census Bureau undertakes a complete count of the country’s population, or at least attempts to do so; that’s what a census is. The information they gather is very limited: this is known as the Census “short form,” which consists of only six questions on sex, age, race, and household composition. This paper has nothing to do with that.

“Group quarters” are defined as “a place where people live or stay, in a group living arrangement, that is owned or managed by an entity or organization providing housing and/or services for the residents…. Group quarters include such places as college residence halls, residential treatment centers, skilled nursing facilities, group homes, military barracks, correctional facilities, and workers’ dormitories.”

Note, also, that these steps must be done in the correct order: a novice might first compute the tract-level proportions, and then try to sum or average them, in violation of the points made on page 5 concerning “The Problem of Medians, Means, Percentages, and Other Non-count Units”.
