Abstract

Chapter 4 is an exercise in empirical analysis that investigates the rate and direction of flows of agricultural labour in China to illustrate the decisive role played by the market structure—shaped by different regional institutional factors—during agricultural transition and in terms of technological innovation between the areas of factor inflow and outflow. Meanwhile, through an examination of the characteristics of China’s inter-regional labour (factor) flows after 1979, this chapter also explains how different market structures influence the inter-sectoral and inter-regional factor reallocations, given constraints such as inadequate labour accumulation.

The grain bureau, a remnant of the central planning economy, was the organ in charge of state control of grain purchasing and marketing. See Chap. 3 for details.

Expect potatoes.

3
Grain production in four major areas is calculated from annual China Statistical Yearbook.

4
Geographically, we group China into Eastern, Central, Western and Northeastern regions following China Statistical Yearbook. The eastern region comprises Beijing, Tianjin (天津), Hebei (河北), Shanghai, Jiangsu, Zhejiang, Fujian (福建), Shandong (山东), Guangdong and Hainan; the central region includes Shanxi (山西), Anhui, Jiangxi, Henan, Hubei and Hunan; the west includes Neimenggu (Inner Mongolia, 内蒙古), Guangxi, Chongqing (重庆), Sichuan (四川), Yunnan (云南), Guizhou (贵州), Xizang (西藏), Shaanxi (陕西), Gansu (甘肃), Qinghai, Ningxia (宁夏) and Xinjiang (新疆); and the Northeastern region comprises Liaoning (辽宁), Jilin (吉林) and Heilongjiang (黑龙江).

5
The Hetao area includes Henan, Hebei, Shanxi, Neimengu, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang.

6
Next to Shanghai, Zhejiang’s yield was 4164 kg in 1978, ranking the second highest in China.

7
Here we use arable area to define the land–labour ratio. This research regards the total sown area or grain sown area as flexible inputs.

8
By definition, agriculture growth can be identified as increase in per capita output.

9
The ‘busy farming holiday’ refers to industry labour participation in farm work during the busy sowing and harvesting farming seasons.

10
China’s paddy rice cultivation techniques are similar to those of Japan. Thus, in contrast to US- or Soviet Union-style large agricultural machines, Japanese-style paddy rice machinery is more suitable for China’s rice economy, especially in the middle and lower reaches of Yangzi River. With the post-war economic and technological development in Japan, paddy rice machinery also improved during Japan’s green revolution. The introduction of Japan’s small agricultural machinery to the middle and lower reaches of the Yangzi River has been an important ingredient in agricultural technology change in this region since the 1990s.
