Die industriepolitische Transformation der ostasiatischen Entwicklungsstaaten

Zusammenfassung

Gegenstand des Beitrags ist die institutionelle Transformation industriepolitischer Strategien in Ostasien. Auf den Erfahrungen der japanischen Wirtschaftsentwicklung aufbauend haben ostasiatische Schwellenländer wie Südkorea, Taiwan und Singapur ein historisch einmaliges Wirtschaftswachstum generiert. Kontrovers diskutiert wird allerdings die Frage, welche Rolle dabei die industriepolitische Steuerung wirtschaftlicher Entwicklung, gespielt hat – und inwiefern entsprechende Erfolge auch für die Zukunft zu erwarten sind. Im Kern dieser Auseinandersetzung steht das institutionalistische Konzept des Entwicklungsstaates, das die Beziehungen zwischen staatlichen Apparaten und Privatsektor als Grundlage industriepolitischer Gestaltungsfähigkeit betrachtet, wobei Spätindustrialisierung und aufholendes Wirtschaftswachstum mit einer institutionellen Transformation der staatlichen Steuerungskapazität einhergehen. Vor diesem Hintergrund wird im vorliegenden Text die These aufgestellt, dass sich die ostasiatischen Entwicklungsstaaten im Übergang zum neuen Typ des „Unternehmerstaates“ befinden, der die Generierung von Innovationen in den Mittelpunkt industriepolitischer Strategien stellt. Diese Transformation vollzieht auf der Grundlage der Neugestaltung industriepolitischer Strategien von der adaptiven Technologieassimilation zur kreativen Technologiegenerierung.
