Abstract

Many universities apply e-learning and learning management systems to control the learning process. Such systems require educational programs to be uploaded inside the system as specific structures. Nowadays almost all of the educational programs are based on a competency model with specified learning outcomes, which can also be determined for the courses that are parts of these programs. This paper provides a discussion of the three most widespread learning technology standards for describing, referencing, and sharing competency and learning outcome definitions in the context of online and distributed learning. It also describes a mathematical model that helps to develop a correct educational program based on the newly specified requirements, and provides information about the results of an application of the model in the learning management system of ITMO University.
