The existence of this development had been emphasized by a large number of well-known experts at a workshop of the International Federation of Information Processing IFIP Administrative Data Processing Group, which took place in Fribourg/Switzerland in January 1969 and aimed at preparing an advanced level workshop for system analytics and system designers. The IFIP-Working Party 10 (1967) had the same opinion.
