9. Devolution, the Territorialisation of Party Politics and the Transformation of Welfare Governance in Great Britain

Abstract

The structure of this chapter is different from the introductory chapters on Spain and Italy due to the absence of an ‘exploratory’ quantitative analysis. The devolution process is linked to the transformation and restructuring of the British welfare system. The chapter describes the political context in which institutional decentralisation emerged. It considers territorial mobilisation and the way it has affected the territorial reconfiguration of the British state. It also considers the role that the Left has played at the sub-state and statewide levels and how the Labour Party has radically changed its attitude towards decentralisation in Scotland and Wales but not in England. The last part of the chapter provides a general assessment of the level of sub-state welfare development in Scotland, Wales and England since the beginning of the devolution process. This preliminary overview is the basis for a more in-depth analysis of the Scottish and Welsh cases.
