8. Evaluating the Policy

Abstract

This chapter evaluates the policy, primarily doing so in terms of the interests of a governmental study. It examines the positioning of the state that occurred in the policy, noting that the executive wing of the government was empowered relative to the legislative wing, the bureaucracy, and the electorate. The chapter considers this finding in light of Foucault’s original statements of the liberal and neoliberal governmental states and finds that the policy is best interpreted as an early experimentation with neoliberal governmentality in response to the historically novel condition of the external aspects of the governmental arrangement not being conducive to liberal governmentality. The final section offers suggested paths for future research.
