Evolution of e-waste resources disposal with propaganda education and monetary incentives: the influence mechanism of consumer knowledge level

Abstract

Consumer’s proper disposal of electronic waste (e-waste) resources is an indispensable component of the construction of green recycling low-carbon industrial systems. This paper analyzes the evolutionary stability of consumers’ proper disposal strategies by considering consumers’ knowledge of the proper disposal of e-waste resources. We use evolutionary game theory to construct two different models between governments and consumers under governments’ propaganda education and monetary incentives policies, respectively. The results indicate that governments will gradually withdraw propaganda education policy, whereas the withdrawal of monetary incentives policy depends on the level of consumer knowledge. Governments will gradually withdraw monetary incentives policy when consumers’ knowledge level is above a certain threshold; otherwise, governments will adopt monetary incentives policy to correct for consumers’ improper disposal. Consumers face the situation where the knowledge level required for proper disposal is above a certain threshold; they will adapt much more quickly to proper disposal strategies under propaganda education than under monetary incentives policies.
