Abstract
If war is a continuation of politics by other means, then aid to NGOs is for some donor states a different kind of war. NGOs have often been accused of being instrumental in donor state promotion of specific power policies and interests. To consider critically the support given to NGOs does not signal an effort to discredit their actions but helps to contextualize the political dimensions, which shape the motivations and interests of the public donor.
The chapter introduces the use of a wider concept of International Aid Public Policies and outlines the strategic rationale that has animated the public donor supporting NGOs, with a particular focus on the Balkans post-war and Russian post-Soviet transitions.
