This chapter aims to review and help explain the land administration system and real estate market in Hong Kong, as well as what has changed and, just as importantly, what has not changed during the twenty-three years since Hong Kong’s handover to China. The significant role that the Hong Kong Special Administrative Government (HKSARG) has on the local real estate business, together with its regulatory functions, is examined. Hong Kong’s inevitable convergence, and in some cases divergence, with its neighboring cities located in mainland China north of the border, are also discussed.
